TinyDuino Processors & TinyShields / Can't install Windows Serial Installer in windows 7

Hello
I'm trying to program a TinyDunio which requires the device driver to be installed as detailed in this page ( click here ).
But I couldn't complete the installation of the Windows Serial Installer in this link (click here)
I used an administrator account and I run the application as an administrator but I get the following error message ( windows SetupCopyOEMlnf error was "access denied" )
I receive this error using windows 7 OS.
Now, I used windows 10 and the driver is installed successfully but I couldn't upload a sketch using Arduino IDE. The error message was "no device found in COM3"
I would appreciate it if anyone can help.
