Do a board the same size as the current TinyLily, but use small solder pads instead of thread holes, and run out all of the lines rather than just four of the analogs and four of the digitals.
It would basically be a breakout board for the chip, but it would be programmable through the arduino toolchain and would be smaller than any other breakout board.
